    "content": "make sure that money allocated to the county and national governments is spent the way it is supposed to be spent. We should not fear to empower the Office of the Controller of Budget. It is going to be like any other institution where transparency is expected and where funds are supposed to be appropriated the right way. We should make sure there is no misuse of funds by the office. When we Budget for the entire year, it is not a one-day event, but a process. Let us empower this office so that they can function in the entire year. As we move from one budget-making process to another, the Controller of Budget should be in the loop to know exactly what is happening. For all the reports which come from either the national Government or county governments, the Controller of Budget should go through them. This is their duty. So, they should not tire. The office has a responsibility of seeing that everything is done well."
