    "content": "Our new Constitution distinguishes the two roles that were merged into one before the promulgation of the Constitution, namely, the role of the Office of the Auditor-General and that of the Controller of Budget. The Controller of Budget is at the gate where people enter. The Office of the Auditor-General is at the exit. At the entry, the Controller of Budget is in-charge of ensuring that taxpayers’ money is withdrawn and spent for the purposes for which it is meant."
