    "content": "I have an issue with Clause 8 on how the Controller of Budget may delegate his or her functions. I do not think delegation can be done to any employee. The clause says that the Controller of Budget may delegate, in writing, any of his or her powers to any employee. You cannot ask the Controller of Budget to delegate his or her functions to any employee in the office. You are saying that he or she can delegate to anybody. He or she can meet someone on the stairs and tell them what to do. This delegation must be done to competent employees and not any employee. We cannot do that."
