    "content": "Thank you very much, Hon. Deputy Speaker for giving me this opportunity to contribute to this Bill. From the outset, I support the Bill. It is very important to have the Office of the Controller of Budget. In the past, ministries budgeted for resources and the end result was misuse or shortages of resources. An office like this will control the revenue that is collected. It will also appropriately distribute resources to the various organs of the Government now that we are in devolution and most of the resources are sent to the counties."
