"content": "The Office of the Controller of Budget is of critical importance in the fiscal management of our finances in our current dispensation. Parliament is a budget-making body which works together with the National Treasury. We make decisions on how money should be used and when. We only have an opportunity at the end to know how that money was used from the Auditor-General’s report. There is need that somebody looks at how the money is spent on a daily basis. That is where the Controller of Budget comes in. It is a requirement under Article 228 that somebody in a certain office has to know on a daily basis whether what Parliament decided should be used, when, how and at what time is adhered to. Therefore, the provisions of Article 228 of the Constitution meets this and further strengthens the office by ensuring that it has security of tenure for, at least, eight years that the Auditor-General and the Controller of Budget are in position."
