    "content": "Clause 4 also gives the Controller of Budget power to monitor, evaluate, report and make recommendations to the national Government and the county governments on measures to improve Budgets. This is particularly important when we come to the county governments. I know that everybody is concerned about expenditure at the county level. Sometimes people wonder whether it is a problem of devolution but the truth is that we are at a state of setting up structures within the county governments. Therefore, the Controller of Budget will have the authority, through this Bill, to monitor expenditure."
