    "content": "Clause 6(b) says that the reports submitted under sub-section (1) shall comprise of the comparison between amounts provided for in the County Allocation of Revenue Act for each county in accordance with county government disbursement schedule approved by the Senate. Once again, we can see that the Senate will make approval on how funds should be used at the county level, but it is the Office of the Controller of Budget that will ensure that that is done. It is extremely important that it is in place."
