    "content": "that there shall be the Office of Controller of Budget. The Office of the Controller of Budget in the Constitution will be implemented as per the Act that we are talking about today. As I debate this Bill, I wish to recognise that the Office of the Controller of Budget is an independent office. There are privileges which come with an independent office which the user or occupier of that office must enjoy. You cannot be given authority with power that comes without responsibility. What this Bill is establishing is the power and protection that comes with the Office of the Controller of Budget so that the holder can have the power to exercise what is required of him or her."
