    "content": "The Office of the Controller of Budget shall determine the budget as per what the Cabinet Secretary for National Treasury has determined. What he or she is going to do is to approve expenditure or authorise withdrawal in actual releases and expenditures. If the Controller of Budget, as an independent office, is going to do that magnitude of an assignment for the country, he or she must also have a way to manage the risk that comes with the withdrawal, expenditure and administration of that huge amount of money that she is entrusted with."
