    "content": "Thank you very much, Hon. Temporary Deputy Speaker. I rise to support the Controller of Budget Bill. Since the enactment of the Constitution of Kenya 2010 that created the county governments, we have witnessed situations where public money has been used in circumstances that have been very questionable. We have seen instances of people building toilets costing Ksh5 million. In a certain county, people have bought wheelbarrows at crazy prices. Therefore, I support this Bill, especially on Clause 4, which empowers the Controller of Budget to authorise withdrawals from the Consolidated Fund, the Equalisation Fund and the County Revenue Fund. We hope that this Bill will help bring sanity in the way public money is being dealt with. The electronic version of the Official Hansard Report is for information purposesonly.
