    "content": "This order by the Council to industries would be punitive to the industries that need to pay that fine, especially given that the industries we are dealing with are mainly small to medium scale. This figure is punitive. They did nothing to the jail term. They left it as it was but increased the fine to Kshs10 million. We oppose because we feel that this would be detrimental to the expansion of industrialisation in our country."
