    "content": "Thank you, Hon. Temporary Deputy Chairman. I support the amendment because there is good stakeholder representation in this matter. Obviously, the essence of the new Constitution is to devolve most functions to the lowest level. Therefore, this will ensure that the functions that are supposed to be done solely at the county level are devolved to the sub- county level. This will give an opportunity for representation, proper and effective action at the sub-county level. I support the amendment."
