Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended by deleting Clause 13 and substituting the following new Clause− Amendment of (13) Section 40 of the Principal Act is amended by section 40 of No. 14 of 2013 inserting the following new subsections immediately after subsection (4)− (5) “Every head of a public institution of basic education and training shall, not later than 28th February of each year develop and submit to Sub- County Education Board and a copy to the County Education Board, a list profiling the performance and conduct of learners in their institution in the preceding year whose parents or guardians are unable to pay school levies and therefore more likely to drop out.” (6) “The Sub-County Education Board in collaboration with the Parents Associations and other stakeholders shall vet all the learners submitted under subsection 40(5) to ensure that only needy and deserving learners are supported to complete their studies.”"
