    "content": "Thank you, Hon. Deputy Speaker. I rise to second the amendment. This has given a realisation that stakeholders now get involved at each and every level. Previously, it was the county education boards that were completely active. We have tried to devolve these structures to the sub-county level. That will give an opportunity for all stakeholders to participate fully."
