    "content": "Mr. Speaker, Sir, as I said, I know the Member’s concern is very genuine. However, if we wanted somebody with “O” level certificate, but whoever was recruited does not have that certificate, he will have to tell us what kind of qualifications he has. It is just like if an individual is hired to treat people, he must have a medical certificate. If he does not have qualifications for a doctor or a nurse, he cannot be employed to work in a hospital or dispensary, for that matter."
