"content": "As a House, we need to agree that we support this Motion of Hon. Baiya and allow all the other organs that were created through the statutes to take over. There are a number of them. There is the Intergovernmental Relations Technical Committee, the summit, the Council of Governors (CoG) and many others. There is no vacuum. All of us are Kenyans and the counties and the assets belong to us. I am sure if we agree with our governors and the national Government, there will be a smooth transfer. I support and I want to go on record that the legal opinion given to me this afternoon by KLRC is very disappointing. With your permission, I want to table it, so that it can be part of the record of the House."
