    "content": "I know it is not possible and proper to call anything else TA and again, you cannot be in transition forever. For a fact, we need an arbiter for devolution; someone who will be sitting in the summit of Governors and the Presidency, and one who takes care of devolution interests. With those particular interests and my understanding and interpretation, I would like to oppose this particular Report. Unless, the Committee, for example, amends it in a manner that shows how the functions of the TA are going to be carried out by another body and not by an Intergovernmental agency in a manner that they propose."
