    "content": "His argument seems to be - although he did not put it in those terms - the defining verb “makes provision”; whether the three years should refer to the period by which Parliament should make that legislation, or the period through which the TA should last. When you look at the way in which the commas behave, they are definitive of what Parliament is supposed to do. His argument is “make provision for the phased transfer,” the verb which is active is therefore “make provision” over a period of not more than three years."
