    "content": "Human resource issues are still outstanding. At the moment, there are some members of staff who were seconded from national Government to county governments. In the event that we just end the term of TA, we might see a situation whereby some employees in the county governments are being chased and sent back to the national Governments and this can create some conflict. That issue is yet to be resolved. It is a very important issue because we have to ensure that every Kenyan is given an equal opportunity to work and serve without any harassment."
