    "content": "There are functions which are implemented by both the national Government and county governments. That issue needs to be clearly spelt out. At the moment, because of our work as Members of Parliament in the constituencies and especially when using our Constituencies Development Fund (CDF), we are at times coming into conflict with county authorities. That is because some of the issues have not been clarified and finalised. We need TA to help us finalise that and put this country in the forward track movement."
