    "content": "Mr. Speaker, Sir, while I laud the Prime Minister for the efforts they are making, we all know that the mobile telephony industry relies on markets. Mr. Ethuro talked about places in northern Kenya where the mobile phone service providers may not venture. This is because those areas have a low population density. What is the Government doing about this matter? It is the sole responsibility of the Government to ensure that these people are connected. What incentives; not only in terms of infrastructure, but also waivers, is the Government giving to mobile phone service providers to venture into areas with low population density?"
