    "content": "Thank you, Hon. Speaker for this opportunity. I rise to support this Motion on the Climate Change Bill. The Chairperson has explained a lot on the amendments that the Senate proposed. They are self-explanatory. The Kshs1 million fine is okay because most of these small businesses would not be able to afford the Kshs10 million penalty. It is very punitive."
