As we support the amendment, we need to point out what we may have over-looked. I am worried that the aspect of enforcement is not as strong as it should be. You must have heard the Mover say that it would affect the health of the people who are in the business of carrying bags. In the event that somebody loads bags beyond the acceptable weight, the fine would not be exceeding Kshs200,000. But we do not have the minimum amount that should be fine. This means a pricing magistrate can just discharge an offender. I propose that we provide for a minimum amount of money that should be paid as a fine."
