    "content": "Hon. Temporary Deputy Speaker, this is a very serious House and a House of records. My friend keeps on insisting that for you to get an ID card, you have to come to Nairobi. He knows very well that fingerprints and everything else are taken at the sub-county level. The delay is caused by the system. People do not have to come to Nairobi to apply for or collect ID cards. So, it is good for him to put the record straight rather than lie to Kenyans that you have to come to Nairobi to get an ID card. That is my point of order, Hon. Temporary Deputy Speaker.
