    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise on a point of order. I know the issue of IDs is wanting in this country. I am just wondering whether this Motion is in order. We are talking about decentralisation of registration and my concern is decentralisation of IDs. There is an issue with national security. Just the other day, we had a security letter circulating and it was photocopied in Wajir. My fear is that as we continue debating this Motion, we are going to encourage--- The electronic version of the Official Hansard Report is for information purposesonly.
