I want to understand if it is in order for us to discuss issues of registration whereas we know that registration is done at the county or at the level down there. I would have expected that the Mover of the Motion would have had it as issuance of identity cards instead of registration. So, the relevance of the Motion--- We are debating what is already taking place at the county level."
