    "content": "Issuing identity cards from Nairobi has increased corruption in this country. When you delay justice and service delivery, people get tempted to induce the officers concerned for the service to be delivered fast. Therefore, issuing identity cards at the county level will reduce the level of corruption in this case. We need to look at the reason why the initial system of issuing IDs at the county level was abolished. Why was it stopped? It was stopped because we had a lot of malpractices that saw foreigners being issued with IDs at the sub-county level. For security reasons, it became necessary to verify registration applications in Nairobi. At the moment, we have a devolved system of Government in place and it is possible to have security checks done right at the county level."
