    "content": "I have personal experience about some of the challenges that we undergo from the county to the sub-county levels in registration and issuance of IDs. In Kisumu County, I can say from first-hand experience that applications which have been submitted and correctly filled cannot be submitted to Nairobi because of lack of money for transportation. The County Registrar of Persons sometimes has to hire a matatu to bring them to Nairobi. Occasionally, he picks two trunks, puts them in the boot of his car and brings them to Nairobi."
