    "content": "about the importance of IDs. That cannot be gainsaid. The IDs and passports are needed in every function that we undertake. For instance, banking and Mpesa services which have become part of our economic and social lives cannot be accessed by somebody who does not have those vital documents. The cause of the slow pace at which these documents are processed is not insecurity. Let us disabuse ourselves of the notion that slow speed gives us more security. It is inefficiency, lethargy and ineptitude of the officers involved. Whereas we are supposed to ensure more efficient governance, we still have the same lethargic and inept Civil Service. We are still slow yet we say we are moving forward. We are amongst the middle level income countries in the world, but do we have much to show for it? We continue doing things in the same way we used to do a long time ago when nothing could be processed as fast as they should. It is important to have a timeframe within which an applicant should have an ID."
