    "content": "to be decentralised, most of our youth are going to get IDs. We have old people. If a 70 year old person losses an ID and goes for a replacement, it takes a lot of time. As it takes a lot of time, these people are demoralised. They never go back to look for the IDs because the process is too long. It is important that the issue of IDs is decentralised."
