    "content": "I would urge that as we agree as a House to decentralise issuance of IDs, we should also ensure that there are better and improved ways of making sure the documents are obtained or issued at the lowest administrative unit, namely the sub-location. We should also have a mechanism of follow up to ensure that the document is accessed by every Kenyan within that particular locality. By doing that, we will make life easier for most of our people."
