"content": "(2) The Legal Aid Bill, 2015; (3) The Access to Information Bill, 2015; (4) The mediated version of the Mining Bill, 2014; (5) The Controller of Budget Bill, 2015; (6) The Election Laws (Amendment) Bill, 2015; (7) The Petroleum (Exploration, Development and Production) Bill, 2015; and (8) The Energy Bill, 2015. If this is carried, Order No.10 talks of reduction of publication time and this applies to the Judiciary Fund Bill, which also has constitutional timelines. There is one Bill which has not yet been published and that is the eviction Bill. These are more than 10 Bills. We only have 14 sitting days to handle these Bills between now and the short-term recess, in accordance with the calendar of the House, which was just approved last week. The moment we come back from that short recess, we will start discussing the Budget Policy Statement and budget preparation Bills. I appeal to the House to support this Procedural Motion. Beginning the day after tomorrow, we should start sitting on Thursday morning, for four Thursdays, and see whether we can finalise these Bills on time. Almost all of them will be going to the Senate because they concern counties. Therefore, if we take into consideration the amount of time they take in the Senate, we should give ourselves sufficient time if there will be any need for mediation. Order No.11 on today’s Order Paper is on the Climate Change Bill. It went to the Senate in March last year and then there was need for mediation. It is still in this House a year later. If one Bill takes one year, what about 10 or so Bills? We need to fast-track and burn the midnight oil to ensure we pass these Bills on time. For that reason, I beg to move and ask Hon. Chris Wamalwa to second."
