Speaker, I beg to move the following Procedural Motion:- THAT, notwithstanding the provisions of Standing Order No.120, this House resolves to reduce the publication period of the Judiciary Fund Bill (National Assembly Bill No.3 of 2016) from 14 to 11 days. Hon. Speaker, we are seeking reduction of the publication period of the Judiciary Fund Bill because we had a meeting with the Judicial Service Commission (JSC), and they expressed to us some of the challenges they have encountered in expediting the process of access to justice and implementation of the Constitution. Taking into account the separation of powers between the three arms of Government, it is important that this important arm of the Government is empowered because the Judiciary Fund Bill will ensure that there is a proper kitty allocated to the JSC, and that it runs smoothly as expected. I beg to move the Motion and request the Leader of the Majority Party, Hon. Aden Duale to second."
