The 2016 BPS proposes to scale up expenditure for universal health initiative such as free maternity service and free basic health care services, modernization of equipment in 94 hospitals - two per county - reducing mobility and mortality rates from malaria, HIV/AIDS, TB and other communicable diseases, and for the recruitment of more health workers."
