    "content": "I have a problem with the allocation for Galana/Kulalu Irrigation Project. There is an increment from Kshs10,000 to Kshs100,000. Pilot test has already shown that the project is not viable. I do not see why we should increase the acreage from Kshs10,000 to Kshs100,000. Instead of increasing the allocation for that project, we should use that money to buy subsidised fertilisers for farmers in the North Rift, where I come from and for sugarcane farmers in Mumias. It will add value as opposed to damping more money into the Galana/Kulalu project, which is a white elephant."
