    "content": "We must amend the Public Finance Management (PFM) Act. We did not come to this House to be rubber stamps. We cannot even change the ceilings. This is a presidential system of Government whereby this House is a Budget-making House. Because of the limitation of the PFM Act, we cannot change the Budget ceilings. We are just rubberstamping."
