"content": "Hon. Speaker, NYS Kazi kwa Vijana (KKV) Project is very good because many Kenyans are jobless. But those functions belong to counties and city management boards. They do not belong to the national Government. No wonder somebody was saying very casually that you cannot keep that money in a bank because you need it every day. Who keeps Kshs80 million or Kshs200 million in their house unless somebody is going crazy? I am shocked that when Bruce Odhiambo of the Youth Enterprise Development Fund appeared before Parliament two days ago, he admitted to having broken the law. In other countries, if you admit that you have broken the law, the way he did, you would find police officers waiting for you. Why is Bruce Odhiambo not in prison?
