"content": "Hon. Members, I am happy the Chairs of Committees are here. Looking at the Report on the recommendations particularly with regard to the BPS and the Medium-Term Debt Strategy Paper, one of the paragraphs after the expenditure ceilings says at the tail end, that:- “However, a number of projects initiated have either stalled or remain incomplete and have no direct link with the BPS or the Annual Estimates. In this regard, the Committee recommends that no new projects should be introduced after the adoption of the BPS (which is this Paper) and that the Annual Estimates that shall be laid in the House sometime in April must include a detailed list of projects that are reconcilable with Development Estimates for 2016/2017”."
