    "content": "The time has come for us to turn such challenges into opportunities. I am sure that this Bill and the land boards will address these issues. If somebody wants to own land in a certain place, he must come with a proposal. Proposals must be practical because people pretend to have good plans aimed at improving the standards of living of the community but it eventually turns out that they just want to have the title deed and use it as collateral to secure a bank loan for other developments.
