    "content": "Hon. Temporary Deputy Speaker, I have gone to Ethiopia and other countries, where land is owned at the pleasure of government. If land is not used for the intended purpose, the Government and the people of Kenya should have the right to revoke its title deed. That title deed is not so sacred or more important than the community. Clashes happen in this country because of land. People fight because of land. We have cattle rustling and boundary problems because of land. Those things can be resolved if communities are engaged and involved in giving out land. If communities are not involved, it means that the people who acquired land did so corruptly. At the end of the day, it is the community that loses."
