    "content": "Thank you very much, Hon. Temporary Deputy Speaker. I thank the Mover for giving me this one minute. I want to bring it to the attention of the member who has said that this Bill is not very palatable and that it will not work out that there is a section of this Bill which addresses this issue. There are procedures for recognition of community land. Communities can apply and it will be passed if two-thirds of the community support. That is how it will work. I also support the section where it talks about penalties, especially for unlawful occupation. The penalty goes up to Kshs0.5 million. I support this good Bill."
