    "content": "Secondly, Mr. Deputy Speaker, Sir, we all know that health is a devolved function. Different counties and health facilities in counties have different needs. I want the Chairperson to explain to us what informed the decision of the Government usurping that role of counties to equip their facilities. The Government should have allocated these monies to counties so that counties can make their own decisions on what they want to purchase. Why was it dimmed necessary to do central purchase of this particular equipment? Thank you."
