    "content": "Mr. Temporary Speaker, Sir, I rise pursuant to Standing Order No.45(2)(b) to seek a Statement from the Chairperson of the Standing Committee on Legal Affairs and Human Rights regarding the ongoing voter registration by the Independent Electoral and Boundaries Commission (IEBC). In the Statement, the Chairperson should:- (a) Explain why registered voters are not allowed to transfer their registration in polling centres electronically. They are travelling from far unnecessarily. (b) Explain why the registration application form, 4(d), is not uploaded in the IEBC website for ease of access by citizens. (c) State the mechanism put in place to register potential voters who are in institutions of higher learning, especially universities and cannot travel to their constituencies to apply for registration. (d) Explain the technical steps undertaken during voter registration to ensure that electronic voter identification device will not fail during voting."
