    "content": "Let us be clear on the procedure. I already put the Question on the amendment and it was passed. So, we are no longer dealing with the amendment of “may” or “shall”. That has already been passed by the House. What I want us to deal with is the full clause to be part of the Bill as amended. The points that are coming up now should have been raised before I put the Question on whether it is “shall” or “may”. So, I want to proceed to put the Question."
