    "content": "Thank you, Hon. Chairlady. I listened to the first Chair of the Departmental Committee on Justice and Legal Affairs. My brother, Hon. Okoth, proposed his amendment prior to looking at what the Committee on Justice and Legal Affairs had done. They replaced the term “legal aid” with the term “justice”. Now that they have done that, the proposal by Hon. Okoth does not hold any water. I oppose the amendment."
