    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 9 of the Bill be amended- (a) in Sub-clause (6) by deleting paragraph (a). It says that a person shall not be qualified for appointment as a member of the board if such a person is a member of a governing body of a political party or an employee of a political party. It is not really necessary to exclude them. There is no justification for excluding them. We should be silent on that and let us go to the more substantial ones for instance, the grounds for disqualification or ineligibility. I read (b), (c) and (d) and they sound to me to be more on constitutional issues of bankruptcy, criminal history and contravention of the Constitution and other issues."
