    "content": "(b) deleting paragraph (g). On Clause 37, the Committee proposes to delete paragraph (c) which relates to non- justifiable matters and (g) relates to recovery of debts. The Committee’s view is that we should not have unnecessary or discriminatory exceptions to the grant of legal aid. By deleting those two, we remove unnecessary and discriminatory exceptions to the grant of legal aid. We urge the House to agree with the Committee that the two grounds in (c) and (g) were bringing in heavy obligations on the part of the person needing to get legal aid. So, by deleting the two, the grant of legal aid to persons who are qualified becomes easier. Thank you."
