    "content": "The justification for the Committee’s proposals is to, one, allow accredited legal aid providers to supervise paralegals and, two, to specify the functions of the Cabinet Secretary referred to offer legal aid clinics. We think that this particular amendment will bring proper order to the provision of legal aid services. The Committee is particularly interested in allowing paralegals to play a role.
