    "content": "I will jump to Clause 21, on conservation and management of resources in community land. Indeed, we should underscore the provisions of Article 62 of the Constitution which classify all minerals and mineral oils as public land. I also agree with fellow members on the procedure for conversion of community land into any other type of land and insist that two-thirds of the Assembly must ratify any such decision.
