    "content": "Thank you, very much, Hon. Speaker. I wish to contribute to this Bill by saying that it is one of the progressive elements of the new Constitution. I believe this Bill gives effect to Article 63 of our Constitution. Through this Bill, we will put to rest the idea of the tragedy of the commons which has been associated with community land out there. Sixty per cent of the Kenyan land mass is community land. It is today the land that is considered empty and that successive Governments of this country will look at for development in terms of wind energy and agriculture without necessarily looking at who are the owners."
